In 2013, the IRS became embroiled in a political scandal in which it was discovered that the agency inappropriately subjected conservative or conservative-sounding groups filing for tax-exempt status to extra scrutiny but none were ever totally denied application, only delayed indefinitely.[47] Upon further investigation, it was determined that not only conservative groups, but also a small amount of liberal groups were targeted.[citation needed] The practice was determined to be an agency wide
