US investigates National Geographic over ‘corrupt payments’ to Egypt's keeper of antiquities

National Geographic may be facing an unexpected challenge to its reputation as one of the world’s most respected educational and scientific institutions amid reports that it is under investigation in the United States over its ties to a former Egyptian official who for years held the keys to his country’s many popular antiquities.

At issue is whether the Washington-based organisation, which in recent years has rapidly extended its public reach beyond its well-known glossy magazine to a cable television channel and other enterprises, violated strict US laws on payments to officials of foreign governments in contracts starting in 2001 with Dr Zahi Hawass, who, until the overthrow of President Hosni Mubarak, was the government’s sole gatekeeper to all things ancient Egypt.

For a decade, Dr Hawass seemingly played a critical role in giving National Geographic constant access to the antiquities, including the pyramids and Tutankhamun treasures which because of their popularity with the public became a lynchpin of its expansion. Fees for those services, which according to the Vocativ news web site ranged from $80,000 (£50,000) to $200,000 a year, could be interpreted under US law as illegal bribes.

The Justice Department declined to confirm the investigation. “As a matter of long-standing policy, we generally do not confirm nor deny whether a matter is under investigation,” Peter Carr, a spokesman with the Justice Department Criminal Division, told The Independent.

In a separate statement, a spokesperson for the National Geographic, said: “The National Geographic Society has complied with all applicable laws and acted appropriately with respect to its relationship with Dr Zahi Hawass and the government of Egypt.”

Dr Hawass was likewise indignant. “No one can bribe me,” he told Vocativ. “I’m the most famous Egyptologist.”

Dr Hawass, who lost his perch as protector of his country’s ancient treasures after the first Egyptian uprising and fall of Mubarak, signed successive deals with National Geographic that named him an “explorer-in-residence”. The deal gradually made him a celebrity with armchair archaeology fans in America and wherever National Geographic TV is shown.

“When I became an ‘explorer’, I signed a contract to write books and make lectures,” he insisted. “Based on the law, if you sign a contract to write books and make lectures, you have to get the government’s approval, and I did!” He added: “It was a contract. It was not a bribe. I gave no single favour to National Geographic.”

Any US investigation will be focused less on any possible wrongdoing by him but rather by National Geographic, a charity that first began publishing its magazine with the familiar yellow borders in 1888, with particular reference to the Foreign Corrupt Practices Act which forbids US entities from paying bribes to foreign government to gain an unfair competitive advantage.

Companies targeted by the act recently have included WalMart, accused of paying illegal fees to officials in Mexico to speed the approval of building permits for its superstores.

The institution insists nothing was underhand in its dealings with Dr Hawass. “If there were requests made by governmental entities about our activities, we would co-operate fully and transparently,” a spokesperson told Vocativ.

The U.S. Environmental Protection Agency on Tuesday ordered rail carrier Norfolk Southern to clean up and be responsible for "all necessary actions" after the derailment of its 150-car freight train in East Palestine, Ohio, on Feb. 3 that resulted in a massive fire and the "controlled release" and burn off of several hazardous chemicals.

"The Norfolk Southern train derailment has upended the lives of East Palestine families, and EPA's order will ensure the company is held accountable for jeopardizing the health and safety of this community," EPA Administrator Michael S. Regan said in a press release Tuesday announcing the agency's order. "Let me be clear: Norfolk Southern will pay for cleaning up the mess they created and for the trauma they've inflicted on this community."

The EPA's order demands Norfolk Southern identify and clean contaminated soil and water resources, reimburse the federal agency for cleaning services to be offered to the town's residents and businesses, attend public meetings at EPA's request, post information online, and pay the EPA for all work done under the order.

"I'm deeply grateful to the emergency responders, including EPA personnel, who've been on the ground since day one and ensured there was no loss of life as a result of this disaster," Regan said in the release. "As we transition from emergency response, EPA will continue to coordinate closely with our local, state, and federal partners through a whole-of-government approach to support the East Palestine community during the remediation phase. To the people of East Palestine, EPA stands with you now and for as long as it may take."

According to the agency, Norfolk Southern will have to pay triple the cost if it fails to comply with the order.

Some East Palestine residents filed a class action lawsuit against the rail carrier on Feb. 7 because of the derailment, which included the spilling of the dangerous chemical vinyl chloride.

The suit charges Norfolk Southern with negligence in operating the train, causing the residents to be exposed to "toxic fumes, substances, and carcinogens," which forced them out of their homes and businesses.

The lawsuit wants a judgment against the railroad company for a yet undisclosed amount of money.

Norfolk Southern did not respond to an NBC News request for comment on the EPA's order Tuesday.

On June 23, 1997, CSX and Norfolk Southern Railway (NS) filed a joint application with the Surface Transportation Board for authority to purchase, divide, and operate the assets of the 11,000-mile (18,000 km) Conrail, which had been created in 1976 by bringing together several ailing Northeastern railway systems into a government-owned corporation. On June 6, 1998, the STB approved the CSX–NS application and set August 22, 1998, as the effective date of its decision. CSX acquired 42 percent of Conrail's assets, and NS received the remaining 58 percent. As a result of the transaction, CSX's rail operations grew to include some 3,800 miles (6,100 km) of the Conrail system (predominantly lines that had belonged to the former New York Central Railroad). CSX began operating its trains on its portion of the Conrail network on June 1, 1999. CSX now serves much of the Eastern United States, with a few routes into nearby Canadian cities.

In actuality, not all of Conrail was eliminated. There were a few parts of Conrail that both CSX and NS wanted, and neither wanted to allow the other to have total control over. Those small pieces remained owned by the renamed "Conrail Shared Assets," (later "Conrail Shared Assets Operations") so that the pieces were effectively owned and operated by a separate railroad owned by both railroads, thus neither railroad would control those pieces.

The Manhattan Institute for Policy Research (MI) is a non-partisan public policy think tank that advocates for greater economic choice and individual responsibility in New York. MI conducts research, publishes a quarterly magazine, City Journal, and has developed initiatives on college campuses in support of free-market ideas that shape political culture. [1]

History

The Manhattan Institute was founded as the International Center for Economic Policy Studies in 1978 and took its present name in 1981. During the Reagan administration, the Manhattan Institute advocated the administration’s “supply-side” economic policies, with some calling MI scholar George Gilder’s book Wealth and Poverty “the Bible of the Reagan administration.” [3]

The Manhattan Institute has been credited with influencing the crime-control policies of former New York City Mayor Rudy Giuliani (R); the Institute is long associated with promoting right-of-center policies in cities, especially New York. [4]

Activities

The Manhattan Institute advocates for aggressive education reform focused on preparation for college or the workforce, effective and accountable schools, and safe school environments for students and staff. [5] In an October 2021 paper, MI claims that most school districts would see positive fiscal effects from educational choice programs like education savings accounts (ESA). The Manhattan Institute further claims that use of ESAs will provide students who remain in public schools with more resources on a per-pupil basis. [6]

The Manhattan Institute advocates for free market-based health care policy reforms that encourage competition, transparency, accountability, and innovation. [7] In a June 2021 paper, MI recommended establishing an individual insurance market outside of the Affordable Care Act (ACA), which mandates state regulations. The Manhattan Institute claims that the ACA is responsible for the rise in the variation of individual market premiums between states and that allowing competition across state lines would ultimately lower health care premiums. [8]

The Manhattan Institute advocates for tax policy based on market-based capitalism in order to advance free enterprise, fiscal discipline, economic growth, and the rule of law. [9] In an October 2020 paper, MI states that a wealth tax will not decrease wealth inequality, provide more tax revenue, or prevent special interests from getting government favors. The Manhattan Institute further claims that a wealth tax could potentially damage the economy while bringing in little revenue. MI proposes that a better solution for increasing revenue would be to reform the tax system to remove many of the system’s existing distortions. [10]

Funding

The Manhattan Institute is funded by donations from individuals, foundations, and corporations. While MI does not disclose its donors, tax filings confirm donations from the Thomas W. Smith Foundation ($1.27 million in 2019), [11] the Lynde and Harry Bradley Foundation ($625,000 in 2019), [12] and the Bill and Melinda Gates Foundation ($599,631 in 2017). [13]

The appearance was a homecoming of sorts for Schmidt. Vernon E. Good afternoon, everyone. Thank you to the members of the public who are tuning in. I’m Susan Rice, President Biden’s Domestic Policy Advisor. It’s my pleasure to kick off today’s National Briefing on Equity. As I hope you’ve seen, earlier this morning President Biden signed a new Executive Order to further advance racial equity and support for underserved communities.

The President has made equity and racial justice a day one priority for this Administration. Literally, on Day One, he signed his first Executive Order on equity. This historic mandate charged the entire federal government to tackle the challenges that generations of discrimination, exclusion, and disinvestment cause for communities across our nation.

We know, however, that the fight for equity is not a one-day project, a one-year project, or a two-year project. As the President has said, it’s a generational commitment. This work gets to the heart of our success as a nation. We’re working to ensure that everyone—including rural communities, communities of color, Tribal communities, LGBTQI+ individuals, people with disabilities, women and girls, first-generation Americans, and communities impacted by persistent poverty—has every opportunity to realize the promise of America. Despite what some politicians may say about equity efforts, the truth is when we lift each other up, everyone benefits.

Under the first Executive Order on equity, President Biden tasked agencies with changing the way they do business, ensuring that equity is at the forefront of their work. It was a whole-of-government endeavor. Agencies assessed their high-impact services to uncover where systemic barriers to access may exist. Last April, 90 agencies used those findings to produce more than 300 new strategies to support underserved communities.

These strategies include bold actions such as working with states to expand postpartum coverage for a year after childbirth to address the maternal mortality crisis that disproportionately affects Black and Native women; shifting the Environmental Protection Agency’s civil rights enforcement from being complaint-driven to proactive to advance environmental justice; translating more of the Justice Department’s public safety programs into additional languages so that everyone can access vital information about law enforcement; and providing better technical assistance to rural communities so farmers and ranchers can secure federal funding to sustain and grow their businesses. 

Agencies are also prioritizing equity in implementing new programs that invest in American communities under landmark legislation, including the American Rescue Plan, Bipartisan Infrastructure Law, CHIPs and Science Act, and Inflation Reduction Act.

To give you just a few examples, through these landmark laws, we are:

Replacing poisonous lead pipes that go into 10 million homes and 400,000 schools and childcare centers, so every child in America can drink clean water;

Replacing the nation’s existing fleet of school buses with clean and zero-emission buses, ensuring cleaner and healthier air for children and families;

Relieving debt obligations for tens of thousands of distressed farm loan borrowers and farmers who have experienced discrimination;

Deploying record investments to Tribal Nations and Native communities to provide affordable high-speed internet, safer roads and bridges, modern wastewater and sanitation systems, clean drinking water, reliable and affordable electricity, and programs for climate resilience and drought mitigation;

Closing long-standing loopholes that enabled for-profit colleges to aggressively target veterans and service members and low-income students; and

Conducting robust outreach to veterans, particularly veterans in underserved communities, to ensure that they know they are eligible for benefits and health care under the PACT Act.

Already, we’ve achieved the most equitable economic recovery in memory and created a record 12 million jobs, including 800,000 good-paying manufacturing jobs. We have brought down unemployment nationwide—in particular for Black and Latino workers, for whom unemployment rates are near 50-year lows.

And we’re keeping our foot on the gas. Equity remains a key priority for the President, and he reaffirmed his unwavering commitment to this equity mandate with today’s second Executive Order on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.

This new Executive Order strengthens the Administration’s commitment to build an America in which all can participate, prosper, and reach their full potential.

The Executive Order directs federal agencies to publish annual action plans about how each agency is leveraging all of its resources and programs to advance more equitable outcomes.

In developing these action plans, the Executive Order directs agencies to engage regularly in consultation with underserved communities—especially those communities that face legacy exclusions in engaging with the federal government.

The President’s renewed mandate directs federal agencies to increase support for rural and urban communities alike to ensure that there is more equitable development in all communities.

The executive order also recognizes the importance of fully delivering the promise of our civil rights laws by reinvigorating federal civil rights offices, while preparing to address the emerging threats to civil rights posed by technology and algorithmic discrimination.

It also directs agencies to strengthen their internal efforts on equity—establishing senior leadership teams to coordinate this whole-of-government mandate.

And, the Executive Order directs agencies to use the federal budget, regulations, and other important tools to advance equity for all communities.

For example, it formalizes the President’s goal of increasing the share of federal contracting dollars awarded to small, disadvantaged business by 50 percent by 2025.

This work matters deeply for communities across the country, and we’re excited to continue implementing this equity mandate.

With that, I’ll turn it over to Shalanda Young, Director of the White House Office of Management and Budget.

Dozens of well-wishers made the pilgrimage Sunday to The Carter Center in Atlanta, as prayers and memories of former President Jimmy Carter's legacy were offered up at his small Baptist church in Plains, Georgia, a day after he entered hospice care.

Among those paying homage was his niece, who noted the 39th president's years of service in an emotional address at Maranatha Baptist Church, where Carter taught Sunday school for decades.

“I just want to read one of Uncle Jimmy’s quotes," Kim Fuller said during the Sunday school morning service, adding: "Oh, this is going to be really hard.”

She referenced this quote from Carter: “I have one life and one chance to make it count for something. I’m free to choose that something. ... My faith demands that I do whatever I can, wherever I can, whenever I can, for as long as I can.”

“Maybe if we think about it, maybe it’s time to pass the baton,” Fuller said before leading those gathered in prayer. “Who picks it up, I have no clue. I don’t know. Because this baton’s going to be a really big one.”

Carter, at age 98 the longest-lived American president, had a recent series of short hospital stays. The Carter Center said in a statement Saturday that the 39th president has now “decided to spend his remaining time at home with his family and receive hospice care instead of additional medical intervention.”

In Atlanta, people, some traveling many miles, made the trip to the Carter Center to reflect on the life of the former president on a spring-like Sunday under a sunny sky.

“I brought my sons down here today to pay respect for President Carter and teach them a little bit about how great a humanitarian he was, especially in the later stages of his life,” said James Culbertson, who drove an hour to Atlanta from Calhoun, Georgia.

The presidential library itself was closed in honor of President’s Day weekend, but people were still showing up to walk past the fountains and through the gardens.

David Brummett of Frederick County, Maryland, said he changed his Sunday morning plans when he heard news that Carter was in hospice care.

Brummett paused near a large statue of Carter, where someone had placed some violets at the base.

“Great man, great president, probably under-appreciated by those who didn’t know much about him," Brummett said. “People should come here to appreciate the life, and the contributions he made both during his presidency and after.”

Following Fuller’s Sunday school service at Maranatha Baptist Church, Pastor Hugh Deloach offered prayers for the Carter family, particularly for Rosalynn Carter, the wife of the former president.

The Carters have been married for more than 75 years, making American history as the longest-married presidential couple.

“Lord, especially Mrs. Carter, and God look back on times and years that they’ve been together and Lord just strengthen her in the power of your might as well,” the pastor said.

Others took to social media to remember Carter, who served one term after defeating President Gerald Ford in 1976.

“Across life’s seasons, President Jimmy Carter, a man of great faith, has walked with God. In this tender time of transitioning, God is surely walking with him,” U.S. Sen. Raphael Warnock, a Georgia Democrat, said in a tweet.

“May he, Rosalynn & the entire Carter family be comforted with that peace and surrounded by our love & prayers.”

The Carters volunteered for decades with Habitat for Humanity, beginning in 1984 and continuing until 2020.

“All of us at Habitat for Humanity are lifting up President and Mrs. Carter in prayer as he enters hospice care,” Habitat for Humanity International CEO Jonathan Reckford said in a statement.

“We pray for his comfort and for their peace, and that the Carter family experiences the joy of their relationships with each other and with God in this time,” Reckford said.

Nicholas Kristof, a New York Times columnist, tweeted: “Prize winners and truly impressive people. Few are as truly good as Jimmy Carter, who at age 98 is now entering hospice. He leaves this planet so much better than he found it. A great, great, great man.”

Carter was a little-known Georgia governor when he began his bid for the presidency ahead of the 1976 election. He went on to defeat Ford, capitalizing as a Washington outsider in the wake of the Vietnam War and the Watergate scandal that drove Richard Nixon from office in 1974.

Carter served a single, tumultuous term and was defeated by Republican Ronald Reagan in 1980, a landslide loss that ultimately paved the way for his decades of global advocacy for democracy, public health and human rights via The Carter Center.

The former president and his wife, Rosalynn, 95, opened the center in 1982. His work there garnered a Nobel Peace Prize in 2002.
