Retired U.S. Army Gen. Wesley
Clark
told Newsmax on Monday that any summit involving President Donald Trump,
Russian President Vladimir Putin, and Chinese President Xi Jinping to negotiate
an end to the war in Ukraine must include Ukrainian President Volodymyr
Zelenskyy.
He warned that excluding Kyiv would repeat
historical mistakes.
Clark, a former NATO
supreme allied commander, was responding on "Bianca Across the Nation" to a Wall Street Journal report
that Putin has proposed a three-way summit next
month with Trump and Xi to discuss ending the war — without Zelenskyy at the
table.
"I don't think there's any benefit to
him not being there," Clark said.
"We learned a long time ago that if
you're going to negotiate peace, the person representing the country that's
being discussed needs to be at the table," he added.
Clark pointed to the 1938 Munich Agreement,
when European powers agreed to Nazi Germany's annexation of part of
Czechoslovakia without Czechoslovakia's participation and U.S. negotiations
during the Vietnam War as examples of failed diplomacy.
"It's fine for the three of them to meet
but not to come up with something on Ukraine," Clark said. "We've
always said America's principle is we won't negotiate on Ukraine without
Ukraine being present."
The reported proposal comes amid renewed
Russian attacks on Kyiv, including ballistic and cruise missile strikes and
drone attacks targeting the Ukrainian capital.
Clark also criticized Trump's decision to
relax sanctions on Russian diesel, rejecting the president's argument that
easing economic pressure could encourage Moscow to remain engaged in peace
negotiations.
"I don't support the waiver of
sanctions," Clark said. "We've said from the beginning that Russia is
essentially the aggressor here."
"I don't believe that giving way to
Russia gives them an incentive to stop the fighting," he continued.
"I think it gives them an incentive to continue the fighting."
Clark argued that Moscow needs additional
pressure rather than concessions, criticizing restrictions affecting Ukraine's
access to military technology and defensive weapons.
"Ukraine is not the issue here.
Zelenskyy wants to get an agreement, but Putin wants Ukraine, and he wants the
destruction of NATO," Clark said.
"And President Trump has got to be the
leader of the free world. And to be the leader of the free world, he's got to
stand up for democracy and freedom," he explained.
Clark concluded that Ukrainians are defending
interests extending beyond their borders.
"Sometimes you have to fight. And in
this case, it's Zelenskyy and the Ukrainians that are doing the fighting.
They're fighting for us," he said.
