The Partnership
to Fuel America is
a pro-energy industry front
group set up by the U.S. Chamber of Commerce through a different,
previously-formed Chamber front group called the Institute for 21st Century Energy. The first
front group was created to advocate for an immediate increase in domestic
drilling for oil, methane gas and coal mining. The Chamber created the
Partnership specifically to advocate construction of the Keystone XL Pipeline to bring crude oil from the Alberta tar sands
to the U.S. gulf coast. The vice president of the Partnership is Matt Koch, who
previously worked for the American Petroleum Institute, a lobbying group
for the energy industry.

Karen A. Harbert is
the president & CEO for the Institute for 21st Century Energy,
and a member of the National Petroleum Council.
James L. Jones
Jr. was the president & CEO for the Institute for 21st Century
Energy, the national security adviser for the Barack Obama
administration and is a director at the Atlantic Council of the
United States (think tank).
Open Society Foundations was a funder for the Atlantic Council
of the United States (think tank).
George Soros is
the founder & chairman for the Open Society Foundations.
Susan
E. Rice was a director at the Atlantic
Council of the United States (think tank), an assistant secretary for
the U.S. Department of State, the former U.S. ambassador to UN,
White House national security adviser for the Barack Obama
administration, a stockholder in the TransCanada Corporation, a
senior fellow at the Brookings Institution (think tank) and is the
Director of the Domestic Policy Council for the Joe Biden Administration.
