Former Vice President Kamala Harris called on Democrats to reopen long-simmering debates
over the Electoral College,
expanding the Supreme Court, and
granting statehood to the District of Columbia and Puerto Rico.
The
tactics have long been thought to support the Democratic Party, and could help
as the party charts its path toward the 2028 presidential election, The Hill reported Monday.
The
2024 Democratic presidential nominee argued the party must be willing to consider
structural changes to the nation's political system while remaining within the
bounds of the law.
Former
Vice President Kamala Harris called on Democrats to reopen long-simmering
debates over the Electoral College, expanding the Supreme Court, and granting
statehood to the District of Columbia and Puerto Rico.

The 2024 Democratic presidential nominee
argued the party must be willing to consider structural changes to the nation's
political system while remaining within the bounds of the law.
"I
know this is going to be controversial coming from me in particular — we need
to revisit the Electoral College," Harris said, drawing applause from the audience
at the National Urban League Conference in Nashville on Friday.
She
added that "we need to revisit the point of expanding the court to 13
justices like we have 13 district courts. We need to revisit, if they so want,
statehood for Puerto Rico and D.C."
Harris
framed the proposals as part of a broader strategy for Democrats to compete
more effectively in future elections.
She
added that "we need to be 'too big to rig,'" borrowing a phrase
President Donald Trump frequently used in his 2024 campaign.
Harris
said: "It means being ruthless — they are ruthless. We need to be ruthless
too, and by that, I do not mean cruel. That is not our nature.
"By
that I do not mean breaking the law. That is not what we do. But I do mean we
must be uncompromising, and we must allow for a real conversation about
revisiting certain things."
The
remarks came as Harris is widely viewed as a potential contender for the 2028
Democratic presidential nomination.
Trump
defeated Harris 312-226 in the Electoral College while also becoming the first
Republican presidential nominee in two decades to win the national popular
vote, finishing with more than 2 million more votes than Harris.
Although
Democrats have periodically criticized the Electoral College, proposals to
eliminate or significantly alter it have largely remained on the party's
political sidelines in recent
years.
A Pew Research Center survey released
in September 2024 found that 63% of Americans favored electing the president based
on the national popular vote, while only slightly more than 3 in 10 respondents
supported keeping the Electoral College in its current form.
Republicans
have consistently opposed proposals to expand the Supreme Court or grant statehood
to Washington, D.C., and Puerto Rico, arguing that such moves would
fundamentally reshape the balance of political power.
Calls
to enlarge the Supreme Court gained traction among some Democrats during the
2020 presidential campaign.
The
proposal, however, never advanced during the Biden administration.
Then-President Joe Biden instead appointed Justice Ketanji Brown Jackson to the
high court in 2022 and established a bipartisan commission to study
potential Supreme Court reforms.
That commission
ultimately declined to endorse court expansion, writing in its final report
that it took "no position on the validity or strength" of arguments
supporting the proposal.
Other
potential 2028 Democratic hopefuls have also revisited the issue.
California
Gov. Gavin Newsom, a longtime Harris ally who had previously opposed expanding
the Supreme Court, said in a June interview that he is now open to the idea of
increasing the number of justices to 13.
