President Donald Trump will not attend the ceremony at the World Trade Center commemorating the 25th anniversary of the Sept. 11 attacks, according to The New York Times.

Trump wanted to give a speech, but the National September 11 Memorial & Museum has not allowed speeches at the ceremony since 2012, a rule intended to keep the event nonpartisan and focused on the solemnity of the day, the Times reported.

Trump instead will mark the 9/11 attacks at the Pentagon, two people told the Times. Vice President JD Vance will represent the White House in New York.

The next day, the president plans to fly to Ireland to attend a tournament at his golf course there. Leaving from an airport in the New York area would have a greater impact on air and road traffic than if he left from Joint Base Andrews in Maryland, the Times said.

Trump last attended a ceremony at ground zero in 2024; he also visited a New York fire station on that trip.

"On the 25th anniversary of this tragic day, the president will remember those who were killed at the hands of evil terrorists, honor their loved ones, and pay tribute to the brave first responders who put their lives on the line to rescue their fellow Americans," Anna Kelly, a spokeswoman for the president, told the Times.

Trump is expected to give a speech at the Pentagon ceremony, just as he did last year.

Former New York City Mayor Rudolph Giuliani, former Presidents Bill Clinton, George W. Bush and Barack Obama, former Secretary of State Hillary Clinton and former first lady Laura Bush are expected to attend the ceremony in Manhattan.
