Civil rights activists gathered outside the headquarters of Target Corp. on Thursday to call for a national boycott of the retailing giant over its decision to phase out its diversity, equity and inclusion initiatives.

Target announced last Friday that it would join competitor Walmart and a number of other prominent American brands in scaling back their DEI initiatives, which have come under attack from conservatives and the new White House of President Donald Trump.

Nekima Levy Armstrong, a veteran civil rights lawyer in Minneapolis and founder of the Racial Justice Network, joined other local activists and their supporters at a news conference to urge people to begin the boycott on Saturday, the first day of Black History Month. Many of the participants were regular Target shoppers until now, she said.

Levy Armstrong said they were “stunned” that Target, which increased its commitment to building a more diverse workforce in the aftermath of the police killing of George Floyd, a Black man, in Minneapolis in 2020, backed away from its support of racial equity.

“We thought that they would hold the line. We thought that they would continue to stand for the values that we all hold dear,” she said. "But instead they acted cowardly, and they made the decision to bow down to the Trump administration. Well, we are here today saying we will not bow down. We will not step back, and we will not turn around.”

Jaylani Hussein, executive director of the Minnesota chapter of the Council on Islamic-American Relations, said that as a company based in the city where Floyd's murder sparked a national reckoning with racial injustice, Target must be called out.

“We here in Minneapolis today, the good people of the state, are saying to our friends all over the country, ‘If you were moved to do something good after the murder of George Floyd, it is time for you to stand up and boycott Target,’” Hussein said.

The organizers of the boycott include local Black Lives Matter groups. During the boycott announcement, some speakers cut up their distinctive red Target charge cards, while others called on DEI supporters to shop at Costco, which reaffirmed its commitment to DEI last week.

Despite the anger with Target, the news conference-turned-rally took on a festive atmosphere, with a New Orleans-style brass band playing protest songs like Bob Marley's “Get Up, Stand Up.” Participants circled up for a prayer before the speeches began.

Target, which long was viewed as a strong advocate for the rights of Black and LGBTQ+ people, did not immediately respond to a request for comment Thursday on the call for a boycott. But in a memo to employees last week, Kiera Fernandez, Target’s chief community impact and equity officer, described the company's decision to retire its diversity goals as a “next chapter” in the company’s human resource and customer engagement strategy.

“And as a retailer that serves millions of consumers every day, we understand the importance of staying in step with the evolving external landscape, now and in the future,” she wrote.

Levy Armstrong said Target has not reached out to her or other local Black leaders. She said they expected more from Target, and now feel like everything it had done in support of people of color was just window dressing. The starting point for any conversation, she said, would be for the company reverse its decision immediately.

“Target knows what its presence and its commitment to diversity, equity and inclusion means to this community," Levy Armstrong said. “So that is why we are focusing on Target first. But that does not mean that those other businesses should not also be held accountable. All of those businesses should be held accountable, and they should not have access to our dollars.”

Speakers also called on long-established civil rights groups that have benefited from Target’s philanthropy, such as the NAACP and the Urban League, to join the opposition to Target’s decision. Levy Armstrong and Hussein said they plan to partner with other national organizations to get the word out about the boycott and to take other steps they were not yet ready to share publicly.

Ever since calls for a boycott began circulating on social media, the founders of several Black-owned businesses that sell their products in Target stores or through the company's online platforms have expressed concern that a broad boycott might hurt them. They included the owners of hair care brands The Doux and Camille Rose, and the cosmetics brand Lip Bar.

The Minneapolis organizers said Black consumers and their white allies can continue to support those companies while cutting Target out.

“We are asking people to go on their websites and buy directly from those Black companies, because Target will not see a single one of our Black dollars,” Levy Armstrong said.

Wednesday night's deadly mid-air collision in Washington, D.C., between an American Airlines jet and a U.S. Army Black Hawk helicopter being used on a training mission was "preventable," new Secretary of Transportation Sean Duffy said Thursday while appearing to agree with a social media post made earlier by President Donald Trump.

"We are going to wait for all the information to come in from this vantage point, but … what I've seen so far, do I think this was preventable? Absolutely," Duffy said during a press conference Thursday morning, CNN reported. "We have early indications of what happened here."

There were reportedly no survivors from the crash over the Potomac River.

Trump early Thursday criticized the three-person crew of the helicopter and air traffic controllers at Reagan National Airport, posting that the collision "should have been prevented."

Duffy did not have information available about the flight record of the personnel in the Black Hawk but said that it does not mean that the crew was inexperienced despite the flight being classified as a training mission.

"We call these missions that are flown in the D.C. area as our pilots are getting hours and experience training missions," Duffy said. "Don't read into that how many hours the pilots on the military aircraft had."

The two pilots on American Airlines Flight 5342 were also not new to complex commercial flight patterns, company CEO Robert Isom said.

"These are experienced pilots," he said. "I know that the captain had … almost six years with PSA (Airlines), and the first officer almost two years."

PSA Airlines, which operated Flight 5342, is a regional airline owned and operated by American Airlines.

President Donald Trump, who made the deportation of immigrants a central part of his campaign and presidency, said Wednesday that the U.S. will use a detention center at Guantanamo Bay, Cuba, to hold tens of thousands of people who can't be sent back to their home countries.

“We’re going to send them out to Guantanamo,” Trump said at the signing of the Laken Riley Act.

He later signed a presidential memorandum and said h.e.’d direct federal officials to get facilities ready to receive criminal immigrants in the US illegally. Border czar Tom Homan said U.S. Immigration and Customs Enforcement would run the facility. Still, details of the plan weren't immediately clear.

Here's a look at the U.S. naval base and its history:

While the U.S. naval base in Cuba is best known for the suspects brought in after the Sept. 11, 2001, attacks, it has a small, separate facility used for decades to hold migrants.

The Migrant Operations Center is used for people intercepted trying to illegally reach the U.S. by boat. Most are from Haiti and Cuba.

The center takes up a tiny part of the base, includes just a handful of buildings and has nowhere near the capacity to house the 30,000 people Trump said could be sent there.

"We’re just going to expand upon that existing migrant center,” Homan told reporters.

The nonprofit International Refugee Assistance Project said in a report last year that people are held in “prison-like” conditions. It said they were “trapped in a punitive system” indefinitely, with no accountability for the officials running it.

Deepa Alagesan, a senior supervising attorney with the group, said Wednesday that they believed it is used to hold a small number of people — “in the double digits,” she estimated.

The prospect of using it for far more immigrants worried her.

“It’s definitely a scary prospect,” she said.

Trump has vowed to deport millions of people living illegally in the U.S., but the current Immigration and Customs Enforcement budget only has enough funds to detain about 41,000 people.

ICE detains immigrants at its processing centers and privately operated detention facilities, along with local prisons and jails. It has no facilities geared toward detention of families, who account for roughly one-third of arrivals on the southern U.S. border.

During Trump’s first term, he authorized the use of military bases to detain migrant children. In 2014, then-President Barack Obama temporarily relied on military bases to detain immigrant children while ramping up privately operated family detention centers to hold many of the tens of thousands of Central American families caught illegally crossing the border.

U.S. military bases have been used repeatedly since the 1970s to accommodate the resettlement of waves of immigrants fleeing Vietnam, Cuba, Haiti, Kosovo and Afghanistan.

The migrant detention facilities at Guantanamo will be used for the “the worst of the worst,” administration officials said.

Homeland Security Secretary Kristi Noem and Homan both used the phrase speaking to reporters outside the White House.

A White House statement was less specific, saying the expanded facility would “provide additional detention space for high-priority criminal aliens unlawfully present in the United States, and to address attendant immigration enforcement needs.”

Trump has repeatedly spoken about the dangers that Americans face from the estimated 11 million immigrants living in the U.S. illegally. 

The U.S. has leased Guantanamo from Cuba for more than a century. Cuba opposes the lease and typically rejects the nominal U.S. rent payments.

Government officials criticized the news Wednesday, with President Miguel Díaz-Canel deeming the decision “an act of brutality” on X and describing the base as “located in illegally occupied #Cuba territory.”

Foreign Minister Bruno Rodríguez said on X: “The US government’s decision to imprison migrants at the Guantanamo Naval Base, in an enclave where it created torture and indefinite detention centers, shows contempt for the human condition and international law.”
